SageMaker model bias job definitions should have inter-container traffic encryption enabled

Flags SageMaker model bias job definitions whose NetworkConfig.EnableInterContainerTrafficEncryption is disabled, leaving traffic between the job's instances unencrypted. AWS applies its version of this control only to definitions with two or more instances; this check reads every model bias job definition.
